Vouching for him is helpful. I would rather make these kinds of decisions with as much information as possible. [They understand that their job is to protect Gortash as much as it is to protect others from him.]
It was not my intention for him to be defenseless. The phaser seems like it will serve that purpose.
I may add more restrictions than what you suggested, but I want him to be able to defend himself, especially if he has no supernatural abilities. [That was what he had told them, and they mostly believe him. His mind is silent to them, and they would need another source if they wanted to know for sure, but he seems honest enough.]

He seems to be unfamiliar with guns of any kind, and I am unfamiliar with this particular type of gun. I asked for it not to fire except in self-defense, but he can still be shown how it works.
