Well, Gortash was the one who asked me to look into that. I've been working with him in Cybernetics - unofficially, but he's doing great! A real quick study. And I wanted to, you know, vouch for him. I believe he'll be responsible with one.

I did. When we were first paired, I asked him if he wanted a form of protection, something like making him insubstantial if he was attacked. He would prefer a weapon and I was considering requesting one for him, but I wanted to get to know him better before I did that.
Vouching for him is helpful. I would rather make these kinds of decisions with as much information as possible. [They understand that their job is to protect Gortash as much as it is to protect others from him.]
It was not my intention for him to be defenseless. The phaser seems like it will serve that purpose.
I may add more restrictions than what you suggested, but I want him to be able to defend himself, especially if he has no supernatural abilities. [That was what he had told them, and they mostly believe him. His mind is silent to them, and they would need another source if they wanted to know for sure, but he seems honest enough.]
